Defining the Concept of School Leaders – Reflections on Policy and Practice (Case of Georgia)

Introduction and aim: Recent decades faced much debate concerning a hot issue in education – defining the concept of an educational leader. There is none-the-less important dispute on what functions are inherent in this very special and, at the same time, controversial role. The field of education has faced changes in trends and approaches, hence different perception of educational leaders and the inherent controversies. Georgia, being on its way to economic growth and development, building democracy and modern state institutions needs to largely rely on a fit system of education. Therefore, the role of educational leaders is immense in transforming the old practices into up-to-date approaches aiming at introducing, implementing and internalizing modern trends in the field of education. Though all stages of education are equally important in the process of strengthening the system, the article will concentrate on schools and will try to define the role of higher educational leaders. The study will look at the issue from two perspectives – policy and research.
