AUN-QA - an Effective Framework for Improving Higher Education Quality in Southeast Asia Case Study: Viet Nam National University Ho Chi Minh City

Introduction and aim: The ASEAN University Network (AUN) was founded in 1995, consisting of leading universities in the region. During the past decade, the organization has achieved its vital role as the leading network of higher education in Southeast Asia to promote regional integration via education co-operation, effectively contributing to the ASEAN community building process. One of the most significant achievements of AUN so far is the success of AUN Quality Assurance or AUN-QA. Tasked with the mission to provide the mechanisms to harmonize educational standards and to drive the quality of higher education in the region into the level acceptable to the international community, the organization mooted the AUN Quality Assurance or AUN-QA initiative in 1998, which led to the development of AUN-QA models as a regional framework for Quality Assurance (QA) practice in ASEAN universities. The models were formulated based on ASEAN context and in alignment with internationally accepted frameworks like Total Quality Management (TQM), Malcolm Baldrige National Quality Award (MBNQA) and Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). Since its inception, AUN-QA models have been the standard models practiced within AUN Member Universities and AUN-QA Associate Members. Having been tested, evaluated and improved over time, these tailor-made models for ASEAN are increasingly popular in the region.

This paper seeks to provide a close look at AUN-QA models. In addition, the case of Viet Nam National University Ho Chi Minh City (VNUHCM) is analyzed to show that the models provide an effective framework for improving the quality of higher education in Southeast Asia. VNUHCM is one of the first two Vietnamese HEIs that adopted AUN-QA models. Its success story is among important factors leading to the Vietnam government’s decision to use AUN-QA set of criteria in national accreditation.
