Development and Implementation of Modular / Dual Vocational Education Programs

(პროფესიული საგანმანათლებლო პროგრამების განხორციელება – პრობლემები და პერსპექტივები)


Introduction and aim: Economic development and prosperity of the country depends on the quality of professional education. Create professional educational programs that are customized to the labor market, the development of key competences for students and lifelong learning promotion are significant challenges of professional education. The strategy of vocational education reform developed and approved in 2013 to eliminate these challenges (2013-2020). An important activity within the framework was development and implementation of modular programs.

From 2015 in the footsteps of the implementation of modular programs, National Center for Educational Quality Enhancement started to maintain the implementation of vocational programs in the framework of the program providing support for vocational qualification development. The aim of the above-mentioned process is to analyze the information according to the following factors: development of vocational programs, accessibility and needs of educational resources and guidebooks, vocational student evaluation, material and financial resources and other external factors. As a result of analyzing information, revealed those main challenges that is the accompanying part of the implementation process. Identification of the challenges and rapid response make process healthy and quality.

The new phase of the reform of vocational education started in 2016 which is focused on strengthening the public-private partnership in vocational education and the introduction of the work-based learning principles. The process also needs support because it includes not only educational facility, but also the processes that are taking place in the educational enterprise.

The paper contains an implementation support program analysis of modular education programs which was carried out in 2015-2016 years, the main challenges are identified, and there are also the recommendations which will help educational institutions to implement and carry out educational modular programs.
